Program Proposal & Appendices

The Working Group in Consultation with Dean(s) will be responsible for preparing Review Documentation and submitting all documentation electronically. Documentation will include:

  • Full Program Proposal
  • Appendix A –  Learning Outcomes & Curriculum Mapping
  • Appendix B –  Library Report
  • Appendix C –  Course Syllabuses
  • Appendix D –  Curriculum Vitae
  • Appendix E –  Budget

Full Program Proposal

The Full Program Proposal for the new degree program should be completed using the template provided by the Office of the Provost.

Hints for Completing the Proposal Template

SECTION D: Demand for the Program –  this section is primarily for programs seeking government funding, however evidence of demand or a need for this program should be identified. Soliciting input from stakeholders, i.e. students, employers in a survey format would provide valuable insight for demonstrating student demand and interest

SECTION G: Faculty Resources – provide clear and supporting evidence that the university has faculty with sufficient expertise to provide a quality program

SECTION F: Learning Outcomes and Curriculum Mapping

The Working Group will need to develop Program Goals, Learning Outcomes, and complete Curriculum Mapping to address questions under Section F. This section focuses on student learning and the student's attainment of degree level expectations upon graduation. It is important for students to know that they have achieved the learning outcomes and have met the applicable Degree Level Expectations. Each proposal will be assessed on whether the program design and delivery and student performance of knowledge, skills and abilities are achieved at the level of the degree, and given the program design and delivery, will students actually achieve the program goals required of a student at the point of graduation. How will the program assess (document and demonstrate) whether the efforts put into designing and delivering the course will work in the way they are expected to and with the level of success expected? What information will be needed in order to be able to answer this question? This information will come from actual student results during the program. Specific attention to Question #3 and #4 should be taken.

  • Question #3 – Methods for Assessing Students: Need to be able to discern the relationship between the method of assessment and the particular learning outcome and how it aligns with the a specific degree level expectation (UDLE or GDLE)
    • In responding to this question, developers should ask: Is the assignment or assessment method well-suited for students to demonstrate their knowledge, skills, attribute?  How will the student be assessed and evaluated in order to demonstrated success?
  • Question #4 – Demonstrating Student Achievement: Student success should be demonstrated through the methods of assessment/evaluation, showing how the students will achieve the knowledge, skill or ability? Illustrative examples should be  provided that align the methods of assessment with degree level expectations.

Appendix A: Learning Outcomes & Curriculum Mapping

  • Learning Outcomes must be completed as part of new program development

Step 1 Academic Unit reviews Undergraduate Degree Level Expectations (UDLEs) and/or Graduate Degree Level Expectations (GDLEs)
Step 2 Academic Unit develops/reviews Program Goals to meet Degree Level Expectations; 6 to 10 goals appropriate; will vary by degree program
Step 3 Academic Unit develops Student or Course-Level Learning Outcomes for each Program Goal. Learning Outcomes should be clear, concise and measurable; 3 to 5 Learning Outcomes per Program Goal recommended
Step 4 Academic Unit provides Illustrative Examples – align Methods of Assessment/Evaluation Methods with Degree Level Expectations (document and demonstrate how students will know they have attained the knowledge, skill, ability); tools and techniques should be varied and appropriate to level of learning
Step 5 Academic Unit maps all required courses to Degree Level Expectations (UDLEs or GDLEs), showing that the degree clearly meets the level of learning: Honours Bachelor, Masters, Doctoral level

  • The Centre for Teaching & Learning is available to support programs in the development of Learning Outcomes; programs are encouraged to seek the guidance and assistance of the Centre.

Appendix B: Library Report

To be referenced in Full Program Proposal – Section H: Resources b) Library Report

  • The Working Group should contact the Library and request a Report which will comment on resources, collections and curriculum resources
  • Comment on any additional resources that may be available to students beyond those offered by the Library

Appendix C: Course Syllabi

To be referenced in Full Program Proposal – Section E: Program Structure & Curriculum; Section F: Assessment of Student Learning

  • Include all required syllabi or reasonable sampling if some courses have not been fully developed most recent syllabi should be included
  • All syllabi should be saved into one document with a cover page listing all syllabi in order by course number; course titles should also be included on the cover sheet
  • The cover sheet and all course syllabi must be combined into one PDF file with bookmarks for ease of use (contact Office of Provost if you require assistance)

Appendix D: Curriculum Vitae

To be referenced in Full Program Proposal – Section G - Faculty Resources & Quality Indicators
 

  • A CV template (modelled after SSHRC/NSERC grant) has been recommended and is available on the website; full CVs are required (not annual CV updates) – use of the template is not enforced, but CVs should be full CVs (rather than updates) and be similar in length
  • Include all tenured, tenure-track, and limited term faculty
  • All CVs should be saved into one document and a cover sheet must be included listing all faculty alphabetically by last name, and should include faculty status, ie tenured, tenure-track, limited term
  • The cover sheet and all CVs must be combined into one PDF file with bookmarks for ease of use (contact Office of Provost if you require assistance)

Appendix E: Budget

  • The Budget will be included as part of the internal approval process, however the budget is not typically submitted to Quality Council nor the Ministry – budget information should be used to complete sections regarding resources, faculty and program costs
