APPENDIX G
Teaching and Staffing Ratios
- The University shall ensure that in each academic year the ratio of the November count of student courses to full-time equivalent faculty teaching in that year does not exceed one hundred (100) to one (1).
- The University shall ensure that in each academic year at least eighty-five per cent (85%) of the full-time equivalent faculty teaching in that year be in the TUFA bargaining unit. Stipendiary allocations to replace TUFA members in their first year of retirement under the provisions of a Voluntary Early Retirement Program shall be exempt from this limit.
- The University shall ensure that in each academic year at least eighty per cent (80%) of the full-time equivalent faculty teaching in that year in the TUFA bargaining unit be tenured or probationary.
- If any of the conditions in clauses 1, 2, or 3 are not met in a given academic year, the University shall make such additional appointments as may be necessary to bring the ratio(s) in question to within the specified levels as quickly as possible consistently with the provisions of the Collective Agreement.
- Either of the University or TUFA may choose to reopen this Appendix G at any time. In such a case, the provisions of this Appendix G shall continue to apply until the parties agree to amend, replace, or delete this Appendix G and this agreement is ratified by both the Board of Governors and the TUFA bargaining unit, or, if no such agreement is first reached and ratified, until the later of one year from the date of reopening and the expiry of the Collective Agreement in force as of the date of reopening.
- The University and TUFA agree to promptly assemble and share all data needed to implement this Appendix G, and to work together to find ways of implementing the goal adopted by Senate on 18 October, 1988, of reducing the teaching ratio to an average of 80 student courses per faculty member.

Note: This proposal replaces TUFA's proposal of 2002.10.09 on full-time positions. (The change is the exemption of stipendiary allocations for the replacement of a member in their first year on VER.) It attempts to meet the administration team's mandate not to write complement numbers into the collective agreement while also working towards the TUFA team's mandate to secure "a tenure-track complement adequate to handle projected long-term enrollment."
According to the figures given in 2001-2002 Paid Complement and Conventional Teaching Ratios, in 2001-2002 there were 199945.5 student courses as of the November count, 171.05 fte of full-time (i.e. TUFA) faculty teaching, 25.95 fte of part-time faculty teaching, and 6.27 fte of markers and demonstrators teaching. This gave a student course to teaching fte of about 98.12 and a proportion of TUFA fte of about 84.15% of teaching fte. It is questionable, however, whether the markers and demonstrators ought to be counted. If they are omitted, the student course to teaching fte ratio increases to about 101.25 and the proportion of TUFA fte increases to about 86.85% of teaching fte. It would be desirable to make the figures for 2002-2003 available to the teams as soon as they are available.
