TASK FORCE ON TRAINING FOR PROTECTED AREAS
TERMS OF REFERENCE

BACKGROUND
 

It has long been realised that the effective development and management of protected areas (PAs) depends substantially on the education and training of those involved with them. Presently, such education and training are considered inadequate quantitatively, qualitatively thematically and geographically, especially in developing countries.
 

Accordingly, to address these inadequacies, the CNPPA Strategic Plan (September 1995) indicated that:

4.1.2. CNPPA will seek funding for the development of best practice guidelines in relation to training:- to disseminate information on the most relevant protected area training courses for (terrestrial and marine) protected area managers, and sources funding to assist participation of such managers.

4.2. CNPPA will seek funding for a global programme which will include:- "implementing focused study tours and seminars".
 

At the CNPPA North American Regional Meeting in October 1995, Draft Terms of Reference were prepared for a Task Force on Training for PAs. These Draft Terms of Reference were revised and submitted to the CNPPA Steering Committee meeting in April 1996, along with the names of potential members of the Task Force. In response to comments on the revised Terms of Reference made at that meeting, the following Terms of Reference have been prepared.


OBJECTIVES

The objectives of the Task Force on Training (TFT) are to:

1. Compile and distribute a directory of information on existing training courses on PA management, and sources of funding for current and potential PA managers to participate in such courses.

2. Assess the adequacy and appropriateness of existing courses and funding.

3. Recommend to CNPPA how inadequacies in the current array of training courses and funding should, and could be addressed.


ACTIVITIES

Phase 1

1. Establish Task Force membership, including representatives from all regions who are prepared to lead information collection and assessment activities in their regions.

2. Develop a standard form to use for collecting information on existing training courses.

3. Develop a standard form to use for collecting information on existing sources of funding to assist PA managers participate in training courses.

4. Prepare a statement describing the aims and activities of the task force and requesting help in completing the above forms.

5. Distribute the statement and forms, primarily by mail, but also via Internet, conferences and publications, to PA agencies, members of CNPPA, colleges/universities and other training centres, consultant NGOs, and any other relevant agencies and individuals.

6. Conduct a literature search to identify training courses and sources of funding.

Phase 2

7. Compile the information obtained on existing training courses and sources of funding for participants in a computer database that can be accessed, updated and printed easily.

8. Prepare for publication a directory of this information.

9. Distribute the directory to PA managers through mechanisms recommended by CNPPA Vice Chairs and Regional Steering Committees.

10. Investigate the feasibility of providing on-line computer access to the directory.

Phase 3

11. Develop a standard form for assessing the adequacy and appropriateness (eg. quantity, type, quality, location) of existing training courses, and for suggesting improved and new courses.

12. Develop a standard form for assessing the adequacy of existing funding, and for suggesting new sources of funding.

13. Distribute the directory and assessment forms, primarily by mail, to PA agency heads, PA managers, colleges/universities and other training centres, NGOs, CNPPA Vice Chairs, Regional Steering Committees, and Task Force members.

Phase 4

14. Compile, analyze and prepare a report on the assessment information obtained.

15. Add a summary of the assessment information to the initial database.

16. Submit the assessment report to CNPPA for review.

Phase 5

17. Prepare recommendations for CNPPA on how to improve the array of training courses, including guidelines for the creation of local/regional courses, and international field courses.

18. Prepare recommendations for CNPPA on how to increase the funding available for participation in training courses.

19. Prepare recommendations for CNPPA on how to update, and improve access to the database on training courses, and funding.
