An item is charged to a patron when it's signed out to him/her in the library system (TOPCAT).

It is discharged when the system registers that it has been returned to the Bata Library. At this time the link between the patron and the item is broken, unless there are outstanding issues such as fines. No data is retained in the system regarding which patrons have borrowed which items.
