A stable url (or persistent link) is a link that connects a user to a particular item in a database or on the web.
In Political Science Complete, to link to a particular record in the database, look for the icon Permalink. When you click on it, a box appears with the persistent link you can then copy.

To ensure off-campus access, include the proxy prefix:

Since this database also contains links to you can use the "Save Citation" data to create a link to an article.
